Default Help for a confused beginner...

Looking to invest in a new camera! shocker! However after some research i am still completely clueless about what type of camera to go for.
i am willing to learn but want to start off on the right path.

    So, little more info.....
    I have 400max to spend
Will be taking pictures of my young children (age 1 & 2, so stay still means nothing to them at the moment), family, friends etc both indoors and outdoors
Not fussed about any particular brand

I have a samsung pl170 at the moment, but am finding it very slow starting up, taking a picture and then time it takes to be able to take another picture. Also the flash is shocking and often makes the picture to white and cant seem to change the iso settings??

Any help would be very much appreciated.

    Thanks, Hannah

there are lots to choose from one i would look at is the panasonic fz200 or a canon g series. the only other way to go is DSLR but you may not want to go down the interchangeable lens path

Thank you! The panasonic seems great but a little out of my price range as I'm assuming that ill have to buy a case/bag and memory cards on top..
I will look into the g series as suggested. Thank you again for your reply.
