Since Samsung launched the GX-20 at essentially the same price as the K20D, I can only assume that their sales are pretty slow at the moment. So I suspect in an attempt to get things moving, without heavily undercutting Pentax on RRP, it seems they've followed current trends and are offering a cashback deal. Reported here
However, the link to the Samsung website is to a page still under construction - I guess it will go live tomorrow.
<Cynicism Alert> There again - I remember Samsung saying they would launch at £699, so don't hold your breath </Cynicism Alert>

This time next year, after the consumer slow down has added to it, the price will be even lower no doubt, probably true of the Pentax as well hopefully.

Undoubtedly true, but by then you might be waiting for the new Samsung / Pentax full frame SLR to start falling in price 
Disclaimer: I know no more than anybody else about the Samsung FF development, don't get excited.
