Is it the done thing in Flickr...

...to put as a "Contact", someone whose pics you like but don't know/have never met?
Someone I don't know from Adam has put me as their Contact and I honestly don't mind.
But if I do it to others uninvited, will the Flickr Police bang me up?

Yes that's fine, you are free to make anyone a contact. I tend to add anyone I see from this forum and anyone else's work that I like.
I've added you now.

If I find someone whose photos I like, I tend to drop them a short mail, telling them that I've enjoyed their work and am adding them as a contact so I'll know when they post further images.

You'll find the 'HTML code' here, just copy & paste it into your flickr profile - when editing your profile paste the code in the box marked 'Describe yourself'.
