But presumably practising more does.

It appears to me that that's usually why people shoot more with digital - they do more photography. They try out different things more, experiment with compositions more, etc. That should lead to improved technique, better understanding of things, a more intuitive knowledge of how to get the results they want, and hopefully even a better eye for the picture, more ideas for shots, and so on.
