You're unlikely to find a digital camera with a lithium battery for your budget, though I guess its possible. But I wouldn't worry too much about that. There are pros and cons. The pros are that they can be small and made in any shape so enable the design of very small cameras, they hold a lot of charge for their size so you get a lot of shots.
AA batteries tend to make the camera bigger but on the plus side when they run out you can get new ones anywhere. If your Lithium battery runs out its just a paperweight till you recharge it. If you suddenly need the camera and yo forgot to charge it you're stuffed.
It can be very expensive using disposable AA batteries, so if you buy a camera that takes AAs get rechargeable ones. If you do forget you can still use disposable ones in emergencies.

As for which model, we don't tend to test cameras at that price, we generally start a over 100, but we did do a group test of sub 100 cameras in our Xmas issue and the winner was the Canon Powershot A480 (http://www.whatdigitalcamera.com/equipment/reviews/compactcameras/26707/1/canon-a480.html), which you can get for 79 at Argos (http://www.argos.co.uk/webapp/wcs/stores/servlet/Search?storeId=10001&catalogId=1500002201&langId=-1&searchTerms=CANON+A480), or for 99 with a printer, which is afantastic deal.
